			<description><![CDATA[<b>DDB Plays Key Role in Success of CFO&#8217;s 2nd Global Summit of Filipinos in the Diaspora</b><br /><br />The recently concluded 2nd Global Summit of Filipinos in the Diaspora, a biennial conference organized by the Commission on Filipinos Overseas (CFO), has been receiving rave news of late. <br /><br />One reason is the promise of what the CFO&#8217;s 10 programs of intervention will deliver, which will engage overseas Filipinos in the socio-cultural and economic development of the country. These interventions include skills and technology transfer, arts and culture exchange, educational exchange, business linkaging and mentoring, diaspora investments, global legal assistance, diaspora philanthropy, medical mission coordination, tourism initiatives, and return and reintegration.<br /><br />Behind the success of this global summit of overseas Filipinos is a well-oiled organizational machinery steered jointly by the CFO headed by Secretary Imelda M. Nicolas and a leading marketing communications agency DDB. <br /><br />DDB Group Philippines was appointed by the CFO as the summit&#8217;s official communications partner and marketing arm.<br /><br />In line with its corporate social responsibility program, the DDB Group mobilized its collection of talents to provide services in integrated marketing and communications, advertising, customer relationship management, strategic media planning, digital and interactive marketing, direct and promotional marketing, public relations and specialty communications.<br /><br />DDB Group  chairman and CEO Gil Chua, explaining his corporate involvement in the summit, said, &#8220;Being part of an international communications company, we realize how important it is to be ahead of the curve and to have access to the latest trends, technology, and tools to effectively spread our messages. If, through these programs, CFO can harness what Overseas Filipinos have learned; what these current trends are, and have the Motherland put them to good use, then our overseas friends would truly have made an impact in the lives of compatriots left at home. 			<description><![CDATA[The Daily Tribune<br />Herman Tiu Laurel<br />12/19/11<br /><br />Just as we said that Gloria Arroyo was not president when she was declared such in 2001 by Davide and again in 2004 by Congress (in an election where the Cojuangco-Aquino clan endorsed her wholeheartedly), so it is increasingly the case with the current Malacaang occupant.<br /><br />When BS Aquino III became an accidental candidate in 2009 upon the death of his mother, Cory Aquino (an event played up to launch his campaign), the election that followed was soon hounded by suspicions on the PCOS (Precinct Count Optical Scan) machines of Smartmatic and the Commission on Election (Comelec)s removal of vital voting safeguards. Many became aware that the UV light ballot authentication, the digital signature of the Boards of Election Inspectors (BEI), and the voters receipt were all done away with. Even the highly irregular recall of 76,000 CF (Compact Flash) cards just a week before the polls raised a huge red flag.<br /><br />Today, many of those suspected criminal acts are now confirmed, thanks to the findings of citizens election watchdogs, CenPEG (Center for People Empowerment in Governance) and AES (Automated Election System) Watch, after year-long investigations.<br /><br />The following conclusions, which I abridge below, have been borne out of the painstaking efforts of information technology (IT) academics and experts alike:<br /><br />On May 10, 2010, (Comelec) made available to the public the election results by precinct, town/city, district, province, and nation (via the Web site) http://electionresults.comelec.gov.ph/. A few months later this Web site was taken down. We believe that it is governments duty to make election data from this Web site publicly and freely available, because it is THE STORY of how the Smartmatic-Comelec partnership carried out the computerization of our elections, and whether the computerization exercise was successful or not (As such) we have decided to publish our mirror of this Web site, so that the data are available even if they are not anymore available (That) Web site is: http://curry.ateneo.net/~ambo/ph2010/electionresults/...<br /><br />A number of researchers have begun work on the data in this Web site (discovering) many serious errors like: 1) 371 precinct election results with 10 voters or less, when the actual number of voters is 400 to 1000 for each of those precincts, 2) 8,939 precincts with no data at all, indicating a possible failure of transmission of data from the precinct to Comelec, 3) of the 67,162 precinct election results which contain data, 25,530 precinct election results have missing data in one elective position, or two or three or more (Such) missing data in one or more elective positions is a clear indicator of the presence of serious bugs which SysTest Labs already pointed out in its certification report to Comelec, which bugs the Technical Evaluation Committee and Comelec conveniently chose to ignore<br /><br />(The researchers cannot) stand by while Comelec makes another serious mistake in re-using the Smartmatic technology. First, Smartmatic has to install a substantial number of bug fixes in their system before they can get it to work for our elections. Second, Smartmatic cannot do these bug fixes by its lonesome self, since it does not own the technology the copyright to the software is by Dominion Voting Systems of Canada, and Smartmatic is not allowed to make any changes in the source code, and must wait for Dominion to write the bug fixes in its own good time. Third, the PCOS hardware is not adequate to implement the security features required by RA 9369, like: 1) the requirement of digital signatures by the BEI and 2) the planned fingerprint/biometric reader to be installed on the PCOS<br /><br />Kudos to experts Dr. Pablo Manalastas, Dr. Felix Muga and Dr. Philip Truscott of the Ateneo de Manilas computer science and mathematics departments for trawling data originally posted on the Comelec Web site, which had been inexplicably taken down.<br /><br />Out of all the major findings, the most significant centers on the missing data in 25,520 precincts, which indicates that there were at least two different canvassing programs in use during the 2010 elections, one that was used in the 41,632 precincts that had a complete set of data and another that was used in the 25,530 precincts that had missing sets of data<br /><br />So they ask: How come there was more than one program in play? The obvious answer is that the original program that was supposed to canvass votes and transmit the results from those 25,530 precincts was replaced by another program<br /><br />As a result, The only way of discovering the actual results would be to open the ballot boxes in those 25,530 precincts and count or feed them into pre-tested PCOS counting machines. The results can then be compared to the results reported by the substituted software In the set up by Smartmatic, the consolidating computers apparently had no hand-shaking protocols that would have allowed them to distinguish between legitimate and illegitimate sources (which means) the canvassing computers could have added to, subtracted from, or otherwise altered election results and then transmitted bogus returns.<br /><br />The late IT expert Manuel Alcuaz had repeatedly stressed in the many forums he spoke, including my TV show, that the cheating in elections is not at the precinct level, where local and party officials are focused on, but at the municipal canvassing level, where the totals are very conveniently and easily manipulated with spurious inputs. Knowing this, he was thus incensed as the precinct level computerization was a big rip-off. Since past Comelec officials (including its then legal chief) allegedly derived pecuniary benefits from Smartmatics PCOS machines, so are the present crop of Comelec commissioners and their supposed politician-clients perceptibly pushing for this patently fraudulent automated system for 2013 and 2016.<br /><br />In the meantime, the political elite and its darling chief executive are creating political circuses left and right all to divert attention from the most crucial issues, including the question, Is PeNoy simply a Hocus-PCOSed president?]]></description>

			<description><![CDATA[MANILA, Philippines (AP) &#8212; In a highly symbolic ceremony aboard a guided-missile destroyer Wednesday, U.S. Secretary of State Hillary Rodham Clinton underscored America's military and diplomatic backing for the Philippines as it engages in an increasingly tense territorial dispute with China in the resource-rich South China Sea.<br /><br />On board the USS Fitzgerald in Manila Bay, Clinton and Philippine Foreign Secretary Albert del Rosario signed a declaration calling for multilateral talks to resolve maritime disputes such as those in the South China Sea, contrasting China's policy of negotiating one-on-one with the Philippines and other Asian claimants.<br />"The United States does not take any position on any territorial claim," Clinton said after meeting with President Benigno Aquino III. But Clinton told a forum with young students that Washington is "very strongly against any nation using coercion or intimidation instead of using the law to try to resolve these issues."<br /><br />Discussions between U.S. and Philippine officials focused on strengthening the Philippines' defense "to have a credible deterrent, to be able to protect what is yours and to be able to pursue lawful activities, whether it's for fishing or exploration for gas and oil," she said.<br /><br />The Philippines and Vietnam have accused Chinese vessels of repeatedly intruding into areas they claim in the potentially oil-rich Spratly Islands in the South China Sea and of trying to sabotage oil explorations in their territorial waters. China has denied the allegations, saying it has sovereignty over the vast sea.<br />"We are making sure that our collective defense capabilities and communications infrastructure are operationally and materially capable of deterring provocations," Clinton said aboard the Fitzgerald, a U.S. Navy vessel that has operated in the South China Sea.<br /><br />Del Rosario urged the Association of Southeast Asian Nations, which includes the Philippines, Vietnam and two other claimant countries, on Tuesday to host an unprecedented meeting of countries embroiled in the Spratly dispute. Beijing opposed any multilateral discussion of the issue, including at an East Asian summit this week in Bali, Indonesia, to be attended by President Barack Obama and other world leaders.<br />Defying China, Clinton said the U.S. "will certainly expect and participate in very open and frank discussions," including on the maritime challenges in the region.<br /><br />The Manila Declaration signed by Clinton and del Rosario commemorated the 60th anniversary of the allies' Mutual Defense Treaty. It calls for "maintaining freedom of navigation, unimpeded lawful commerce, and transit of people across the seas."<br /><br />Asked if intensified U.S. military aid would mean sending more troops to the Philippines, Clinton did not clearly reply but said any future deployments would be temporary, citing local sensitivities.<br /><br />Dozens of left-wing activists calling for the abrogation of a treaty that allows U.S. troop and ship visits to the country hurled red paint on part of her convoy, and a student unfurled an anti-treaty poster and heckled Clinton as she spoke at the forum with young students.<br />In addition to China, the Philippines and Vietnam, the Spratlys are also claimed by Taiwan, Malaysia and Brunei. The dispute has been feared as Asia's next flash point for conflict.<br /><br />The U.S. has angered China by saying it has a stake in security and unhampered international commerce in the South China Sea. China says American involvement will only complicate the issue.<br /><br />The Philippines, whose poorly equipped forces are no match for China's powerful military, has resorted to diplomatic protests and turned to Washington for support. Aquino has insisted his country won't be bullied by China.<br /><br />A senior U.S. State Department official traveling with Clinton told reporters that America's military assistance to the Philippines will increasingly shift to bolstering its naval power.<br /><br />For nearly a decade, the U.S. military has been providing counterterrorism training, weapons and intelligence to help Filipino troops battle al-Qaida-linked groups in the nation's south. Those include the Abu Sayyaf, a small but violent group listed by Washington as a terrorist organization, and its allied militants from the Indonesia-based Jemaah Islamiyah group.<br /><br />"We are now in the process ... of diversifying and changing the nature of our engagement," the U.S. official said Tuesday on condition of anonymity because of the sensitivity of the information. 			<description><![CDATA[Effects of alcohol on health<br /><br />Short-term effects of alcohol consumption include intoxication and dehydration. Long-term effects of alcohol include changes in the metabolism of the liver and brain and alcoholism (addiction to alcohol).<br /><br />Alcohol intoxication affects the brain, causing slurred speech, clumsiness, and delayed reflexes. Alcohol stimulates insulin production, which speeds up glucose metabolism and can result in lowblood sugar, causing irritability and (for diabetics) possible death. Severe alcohol poisoning can be fatal.<br /><br />A blood alcohol content of .45% in test animals results in a median lethal dose of LD50. This means that .45% is the concentration of blood alcohol that is fatal in 50% of the test subjects. That is about six times the level of ordinary intoxication (0.08%), but vomiting or unconsciousness may occur much sooner in people who have a low tolerance for alcohol. The high tolerance of chronic heavy drinkers may allow some of them to remain conscious at levels above .40%, although serious health dangers are incurred at this level.<br /><br />Alcohol also limits the production of vasopressin (ADH) from the hypothalamus and the secretion of this hormone from the posterior pituitarygland. This is what causes severe dehydration when large amounts of alcohol are drunk. It also causes a high concentration of water in theurine and vomit and the intense thirst that goes along with a hangover.<br /><br />Alcoholism<br /><br />Proclivity to alcoholism may be partially genetic. Persons who have this proclivity may have an atypical biochemical response to alcohol, although this is disputed.<br /><br />Alcoholism can lead to malnutrition because it can alter digestion and the metabolism of most nutrients. Severe thiamine deficiency is common in alcoholism due to deficiency of folate, riboflavin, vitamin B6, and selenium ; this can lead to Korsakoff's syndrome. Alcoholism is also associated with a type of dementia called Wernicke-Korsakoff syndrome, which is caused by a deficiency in thiamine (vitamin B1). <br /><br />Muscle cramps, nausea, loss of appetite, nerve disorders, and depression are common symptoms of alcoholism. Osteoporosis and bone fractures may occur due to deficiency of vitamin D.<br /><br />Heart disease<br /><br />One study found that men who drank moderate amounts of alcohol three or more times a week were up to 35% less likely to have a heart attack than non-drinkers, and men who increased their alcohol consumption by one drink per day over the 12 years of the study had a 22% lower risk of heart attack.<br /><br />Daily intake of one or two units of alcohol (a half or full standard glass of wine) is associated with a lower risk of coronary heart disease in men over 40, and in women who have been through menopause.[ However, getting drunk one or more times per month put women at a significantly increased risk of heart attack, negating alcohol's potential protective effect. <br />Increased longevity due to alcohol consumption is almost entirely the result of a reduced rate of coronary heart disease. <br /><br />Dementia<br /><br />Excessive drinking has been linked to dementia; it is estimated that 10% to 24% of dementia cases are caused by alcohol consumption, with women being at greater risk than men. <br />Alcoholism is associated with a type of dementia called Wernicke-Korsakoff syndrome, which is caused by a deficiency in thiamine (vitamin B1). <br /><br />In people aged 55 or older, daily light-to-moderate drinking (one to three drinks) was associated with a 42% reduction in the probability of developing dementia and a 70% reduction in risk of vascular dementia. The researchers suggest that alcohol may stimulate the release ofacetylcholine in the hippocampus area of the brain. <br /><br />Cancer<br /><br />Alcohol consumption has been linked with seven types of cancer: mouth cancer, pharyngeal cancer, oesophageal cancer, laryngeal cancer,breast cancer, bowel cancer and liver cancer.[ Heavy drinkers are more likely to develop liver cancer due to cirrhosis of the liver.<br /><br />The risk of developing cancer increases even with consumption of as little as three units of alcohol (one pint of lager or a large glass of wine) a day. <br /><br />A global study found that 3.6% of all cancer cases worldwide are caused by drinking alcohol, resulting in 3.5% of all global cancer deaths.A study in the United Kingdom found that alcohol causes about 6% of cancer deaths in the UK (9,000 deaths per year). A study in Chinafound that alcohol causes about 4.40% of all cancer deaths and 3.63% of all cancer incidences.[39] For both men and women, the consumption of two or more drinks daily increases the risk of pancreatic cancer by 22%.<br /><br />Women who regularly consume low to moderate amounts of alcohol have an increased risk of cancer of the upper digestive tract, rectum, liver, and breast. <br /><br />Red wine contains resveratrol, which has some anti-cancer effect. However, based on studies done so far, there is no strong evidence that red wine protects against cancer in humans. <br /><br />Diabetes<br />Daily consumption of a small amount of pure alcohol by older women may slow or prevent the onset of diabetes by lowering the level of blood glucose. However, the researchers caution that the study used pure alcohol and that alcoholic beverages contain additives, including sugar, which would negate this effect. <br /><br />People with diabetes should avoid sugary drinks such as dessert wines and liqueurs. <br /><br />Stroke<br />A study found that lifelong abstainers were 2.36 times more likely to suffer a stroke than those who regularly drank a moderate amount of alcohol beverages. Heavy drinkers were 2.88 times more likely to suffer a stroke than moderate drinkers. <br /><br />Mortality rate<br /><br />A report of the United States Centers for Disease Control estimated that medium and high consumption of alcohol led to 75,754 deaths in the U.S. in 2001. Low consumption of alcohol had some beneficial effects, so a net 59,180 deaths were attributed to alcohol. <br /><br />In the United Kingdom, heavy drinking is blamed for about 33,000 deaths a year. <br /><br />A study in Sweden found that 29% to 44% of "unnatural" deaths (those not caused by illness) were related to alcohol. The causes of death included murder, suicide, falls, traffic accidents, asphyxia, and intoxication. <br /><br />A global study found that 3.6% of all cancer cases worldwide are caused by alcohol drinking, resulting in 3.5% of all global cancer deaths. A study in the United Kingdom found that alcohol causes about 6% of cancer deaths in the UK (9,000 deaths per year). <br /><br />Alcohol expectations<br /><br />Alcohol expectations are beliefs and attitudes that people have about the effects they will experience when drinking alcoholic beverages. They are largely beliefs about alcohol's effects on a person&#8217;s behaviors, abilities, and emotions. Some people believe that if alcohol expectations can be changed, then alcohol abuse might be reduced. <br /><br />The phenomenon of alcohol expectations recognizes that intoxication has real physiological consequences that alter a drinker's perception of space and time, reduce psychomotor skills, and disrupt equilibrium. The manner and degree to which alcohol expectations interact with the physiological effects of intoxication, resulting in specific behaviors, is unclear.<br /><br />A single study found, if a society believes that intoxication leads to sexual behavior, rowdy behavior, or aggression, then people tend to act that way when intoxicated. But if a society believes that intoxication leads to relaxation and tranquil behavior, then it usually leads to those outcomes. Alcohol expectations vary within a society, so these outcomes are not certain. <br /><br />People tend to conform to social expectations, and some societies expect that drinking alcohol will cause disinhibition. However, in societies in which the people do not expect that alcohol will disinhibit, intoxication seldom leads to disinhibition and bad behavior. <br /><br />Alcohol expectations can operate in the absence of actual consumption of alcohol. Research in the United States over a period of decades has shown that men tend to become more sexually aroused when they think they have been drinking alcohol, &#8212; even when they have not been drinking it. HIV is transmitted through direct contact of a mucous membrane or the bloodstream with a bodily fluid containing HIV, such as blood, semen, vaginal fluid, preseminal fluid, and breast milk.
